I thought that “partnership,” as I’ve seen their relationship categorized, meant that there was always money earmarked for Planned Parenthood, however, not that they’d have to apply for it. Is that not the case, and “partnership” was just a term bandied about for lack of a better term? Or perhaps for rhetorical means? (“Dissolving a partnership” sounds way more harsh than “denying grant money,” at least to me.)
